This quantitative study was done in the form of a survey, in which questionnaires were distributed to collect data from 45 samples. The data were in the forms of primary data and secondary data. The results showed that (1) there was a significant difference between the average productivity and farm income obtained by each sample farmer based on the business scale, where the largest average of 41,881,533 IDR with a productivity level of 6.90. Meanwhile, the average income of small scale farmers was 4,501,783 IDR with a productivity of 7.05 and the ones of medium scale farmers was 15,133,767 IDR, with a productivity of 6.93. (3) The average income of small-scale farmers was only 4.79 percent of the KHL standards, while the ones of medium-scale and large scale farmers were 13.13 percent. and 34.65 percent. This study revealed that the average small-scale, medium-scale, and wide-scale farm income did not meet the standard of feasible life. (4) The minimum land area that should be controlled by farmers of IP 200 was 1.99 hectares for small scale, 1.55 hectares for medium scale and 1.22 hectares for the large scale. However, the land owned by small scale farmers was averagely 0.29 hectares, 0.64 hectares for medium scale farmers, and 1.39 hectares for the large scale farmers.
