Abstract

SUMMARY The provision of exclusive breast milk is a form of responsibility of the city / regency government as stipulated in Article 5 of Government Regulation Number 33 of 2012, this is the reference for the Palembang City Government to make Regional Regulation No. 2 of 2014 concerning the Exclusive Provision of Breast Milk. This study aims to analyze the implementation of the policy of providing exclusive breastfeeding in Palembang city health center. The design of this study uses qualitative research. The informant selection method uses a purposive method consisting of 20 informants namely the Head of the Palembang City Health Office, the Head of the Family Health and Nutrition Section, 6 (six) Head of the Health Center, 6 (six) nutrition officers, 6 (six) mothers who have children aged 7 - 24 months using the health center facilities. Data collection techniques are done by in-depth interviews, document review, and observation. Test the validity of data using source triangulation techniques, data triangulation and method triangulation. The results showed that the level of compliance in the implementation of the exclusive breastfeeding policy at the Palembang City Health Center was not fully implemented by the implementor, as evidenced by the absence of technical guidelines or standard operating procedures in the implementation of Regional Regulation Number 2 of 2014. Not going well, it can be seen from the provision of human resources, namely breastfeeding counselors who are not yet owned by the puskesmas, even though one of the responsibilities of the government in this case the Health Service is obliged to provide nursing counselors. The realization of performance and impact in the implementation of the Exclusive ASI policy has not been realized as it should be seen from the performance of puskesmas where there are puskesmas that have not met the target set by the Health Service by 77% and there are still mothers who lack knowledge about exclusive breastfeeding so as not to give exclusive breastfeeding to their babies . It is expected that the Palembang City Health Office will conduct an evaluation and monitoring of the puskesmas towards implementing the exclusive ASI policy.
