Abstract
PT Pupuk Sriwidjaja Palembang is a fertilizer company that exports to various countries in Southeast Asia. However, among other Southeast Asian countries, Philippines is the most consistent country in Southeast Asia that import urea fertilizer from PT Pupuk Sriwidjaja Palembang during the 2011 to 2019 period. In addition, PT Pupuk Sriwidjaja Palembang faces problems in the form of an orientation to Indonesia's fertilizer trade abroad. This study aims to describe the steps taken as an effort to increase exports of urea fertilizer to Philippines that is carried out by PT Pupuk Sriwidjaja Palembang for period 2011 to 2019. This study uses theory of Commercial Liberalism by Andrew Moravcsik. This study uses a qualitative descriptive method with a focus on literature study and interviews. The results showed that the efforts to increase urea fertilizer exports to Philippines that were carried out by PT Pupuk Sriwidjaja Palembang for the period 2011 to 2019 consisted of establishing Standard Operating Procedures for Fertilizer Export Sales, Indonesian government's efforts to facilitate export activities to the Philippines in form of bilateral cooperation with the Philippines, and also multilaterally through AFTA. Although there are differences in trade orientation which often leads to restrictions on the export of urea fertilizer by the government because PT Pupuk Sriwidjaja Palembang, as a BUMN, is required to prioritize the implementation of the Public Service Obligation (PSO) in the form of fulfilling domestic subsidized fertilizer needs compared to exports. However, commercialization efforts to the Philippines can still continue to run with preparation of detailed schemes, also demand from the agricultural and plantation sectors is still dominant in the Philippines.
