Abstract
The human rights of LGBT (Lesbian, Gay, Bisexual, Transgender) community remains a problem in many parts of the world. There are inequality with the form of discrimination and also the lack of fulfillment of their rights that should have been fulfilled from the state that still rampant especially in Poland. Poland is one of the European countries that level of equality or rights of the LGBT community are considered the worst in the European Union region (ILGA-Europe, 2020). The increase in discrimination against LGBT people and their rights by Poland in 2017-2021, made the European Union, which also pays attention to issues of LGBT rights in its member countries, to make efforts to promote equality of LGBT community rights and stop the discrimination in Poland.This study aims to explain how the discrimination against LGBT community in Poland and the efforts that European Union do to promote the equality of LGBT Community and their rights in Poland using two theories, Human Rights Theory to see how the discrimination of LGBT community in Poland based on three obligations by the state (The Respect for human rights, The Protection of human rights, and the fulfillment of human rights) and also Institutional Liberalism: International Organization to see how the efforts of the European Union based on the three roles of international organizations (centralized, independent, and enforcer) in the research period from 2017-2021.The result of this study shows that Poland violated the human rights of the LGBT community in it’s country because it does not comply with the obligations, like Poland does not respect, does not provide any protection and there is still no fulfillment of the rights of the LGBT community. The European Union has made efforts to promote equality of LGBT rights in Poland based on the three roles of international organizations, centralized, making policies regarding rights and discrimination of the LGBT community in Poland. Independent, being a mediator between the Polish government and the LGBT community. Enforcers, monitoring the implementation in Poland regarding LGBT.
