Abstract

Perang Suriah merupakan perang sipil yang terjadi di Suriah akibat efek dari adanya arab spring yang telah berlangsung sejak tahun 2011. Perang ini telah menjadi arena proxy war yang melibatkan antar negara-negara berkekuatan besar di dunia yakni Turki dan Rusia. Masing-masing negara mendukung pihak yang berlawanan – Turki mendukung Oposisi dan Rusia mendukung pemerintah Suriah. Namun, pada awal tahun 2020 telah terjadi kesepakatan gencatan senjata antara Turki dan Rusia dalam perang Suriah. Penelitian ini bertujuan untuk menjelaskan mengapa Turki mengeluarkan kebijakan untuk melakukan gencatan senjata dengan Rusia dalam perang Suriah. Teori yang digunakan dalam penelitian ini adalah Teori Pembuatan Kebijakan Luar Negeri yang kemudian dijabarkan melalui Konsep Faktor Determinan Kebijakan Luar Negeri oleh William D. Choplin. Metode penelitian yang digunakan dalam penelitian ini adalah metode kualitatif. Hasil penelitian ini menjelaskan bahwa dibalik pengambilan kebijakan gencatan senjata Turki dengan Rusia dalam perang Suriah dilatarbelakangi oleh faktor politik domestik yakni adanya ketidakstabilan politik dalam negeri Turki. Faktor ekonomi dan militer yakni adanya kerjasama ekonomi dan militer yang terjalin diantara kedua negara, sedangkan faktor konteks/situasi internasional ditunjukkan dengan adanya permasalah akibat adanya gelombang refugees/pengungsi asing dari Suriah. The syrian war is a civil war that has occurred in Syria due to the effects of the arab spring since 2011. This war has become an arena for a proxy war that occurs involving the world’s most powerful countries, such as Turkey and Russia. Each country supports the opposing side – Turkey supports the opposition and Russia supports the Syrian government. However, in early 2020 there was a ceasefire agreement between Turkey and Russian regarding to the matter of the Syrian war. This study aims to explain why Turkey issued policy making of ceasefire with Russian in the matter of Syrian war. The theory that used in this research is the Theory of Foreign Decision Making, which is then described through Determinants Factor of Foreign Policy by William D. Choplin. The research method used in this research is a qualitative method. The results of this study aims to explain behind the policy making of ceasefire between Turkey and Russia in matter of Syrian war, there are domestic political factors where there is instability of domestic political conditions in Turkey, The economic and military factors are shown by the economic and military cooperation between Turkey and Russia, while in the international context / situation is indicated by the problem caused by the wave of refugees from Syria.
