Abstract

The policy of close contact tracing and self-isolation of COVID-19 is the wideworld chosen mitigation to avoid the impact of the economic and social recession from COVID-19. The spread that is still happening today indicates the need to analize the implementation of this policy as an input for policy makers. The purpose of this study was to examine the factors of communication, resources, disposition and bureaucratic structure in the implementation policies by Puskesmas in Palembang City during the year of 2020. This research is a qualitative study with in-depth interviews with the informants from the Puskesmas, the Palembang City Health Office, the COVID-19 Task Force and COVID-19 Survivors with a total of 24 informants who were selected purposively. Data analysis was carried out using the Miles and Huberman concept, increasing the validity of the data by using source and method triangulation. Close contact tracing and monitoring self isolation were not properly ministered with some limitation such as healthworkers and societies themselves have not been yet socialized, unsolited intersectors coordination, limited human resources qualities, lack of available supporting facilities, organization structures less established and lack of define field instructions. The success implementation of the policy relied on disposition and monetary budgeting as the supporting factors, aside lack of communication, human resources, facilities and bureaucratic structures as inhibitor factors. Therefore, it is necessary to establish better intersection coordination, increase the competency of human resources, increase availability of facilities, compile organisation of bureaucratic sturcture, and clearly define field instructions to conduct the policy.
