Abstract

This research is entitled "Performance of Implementation of Lubuklinggau Mayor's Regulation No. 31 of 2020 concerning Implementation of Corona Virus Disease 2019 Health Protocols at Mazro'illah Islamic Boarding School Lubuklinggau". This study aims to find out how the implementation performance of the Lubuklinggau Mayor Regulation No. 31 of 2020 concerning the Implementation of the Corona Virus Disease 2019 Health Protocol at the Mazro'illah Islamic Boarding School Lubuklinggau. This type of research is descriptive qualitative. The types and sources of data used are primary and secondary. Data collection techniques were carried out through observation, interviews and documentation. While the data analysis technique is carried out by collecting data, reducing data, presenting data and drawing conclusions. In this study using the Van Meter and Van Horn Policy Implementation Theory which states that there are six dimensions to measure the performance of public policy implementation, including policy size and objectives, policy resources, characteristics of implementing agents, disposition/tendency of implementing agents, communication between organizations and social conditions. , economics and politics. The results of this study indicate that the performance of the implementation of the Lubuklinggau Mayor's Regulation No. 31 of 2020 concerning the Implementation of the Corona Virus Disease 2019 Health Protocol at the Mazro'illah Islamic Boarding School Lubuklinggau has been implemented well but has not been maximized and there are still some things that must be improved, which can be seen from facilities and infrastructure resources that are still incomplete and the social environment in Islamic boarding schools has its own opinion that conflicts with regulations so that there is still a lack of awareness from administrators and students regarding the implementation of the covid-19 process. The results of this study strengthen new evidence that there are differences with the results of previous studies on the Covid-19 Health Protocol. The results of previous studies explain more about how the implementation of health care programs in individuals and the general public, while the results of this study refer more to how the performance of Perwali's implementation of this program in Islamic boarding schools whose administrators have their own opinions that clash with what is in Islamic boarding schools using the theory Van Meter and Van Horn.
