Abstract

Planning and budgeting have an important role in the success of a program, especially the MCH program which has the potential to reduce MMR and IMR. Proper budget planning is needed so that the wrong budget allocation does not occur. This study aims to analyze the planning and budgeting of maternal and child health programs at the South Sumatra Provincial Health Office. This research is qualitative. There were six informants in this study, including the Head of Public Health, Head of Kesga, MCH Program Manager, and Head of the Evaluation Planning Subsection of the South Sumatra Provincial Health Office. The results showed that the MCH program planning and budgeting process at the South Sumatra Provincial Health Office from the input indicators obtained by human resources, funds, and facilities & infrastructure that supported the MCH budgeting program planning process was not sufficient. In terms of indicators, the planning and budgeting process for the MCH program begins with analyzing the situation, identifying problems, program objectives, preparing work, compiling budget plans, submitting work plans & budgets for approval. For output indicators, there are four of the eight program performance indicators that have not yet reached the RPJMD target. The indicators that were not achieved were the number of deaths, the number of infant deaths, the proportion of aid assistance in health facilities, the percentage of pregnant women K4. In general, the planning and budgeting process for the MCH program is good enough, but the component inputs are not optimal. The health office needs to conduct training and development of human resources, procurement of facilities and infrastructure, advocacy to local governments as an effort to increase the allocation of APBD funds, and utilize digital media to run the MCH program.
