Abstract

Powdered formula for babies and children has always had an important role for people in Hong Kong. In practice, most babies and children in Hong Kong rely heavily on formula rather than breast milk. The Hong Kong government even imports more powdered formula to support their babies' needs. Since the melamine milk scandal in China, Chinese citizens who work as parallel importers have continued to enter and exit Hong Kong using the single visa policy, to bring out all boxes of powdered formula to China. This phenomenon can immediately bring Hong Kong into the threat of food security and economic crisis. This phenomenon also sparked the largest protest in history at Sheng Shui Station. This study uses the securitization theory from Copenhagen School that concentrates this issue as the same threats as traditional threats. Securitization theory lets countries take any form of protection measures to protect their country from threats. As with the trade protection measures issued by the Hong Kong government through Anti-Parallel Trade Policy. The theory of securitization offers three indicators to answer the research question: 1) actor determination; 2.) targeting; 3.) actor’s effort. The conclusion of this study is 1.) This research found that the important actors who solve parallel trade issues are the Secretary for Security and the Director-General of Trade and Industry Hong Kong 2.) The Target of this policy was aimed at the people of Hong Kong that were very angry and prompted public protest against China parallel importers in Sheng Shui Station; and 3.) The actor’s effort is the formulation of Anti-Parallel Trade Policy that effectively started from 1 March 2013.
