Abstract

The Pre-Employment Card Program is a work competency development program aimed at job seekers, workers/labourers affected by termination of employment, and/or workers/labourers who require competency improvement. The Pre-Employment Card Program Policy is the laws and regulations issued by the government. This policy is used by the government to provide social protection in gradually restoring the national economy. The type of research used in this research is descriptive research which aims to describe the phenomenon of the problem under study. The method used in this study is a qualitative research method. So, the type of research in writing this research is descriptive qualitative. It means, The research is aimed at describing existing phenomena not based on statistical calculations (numbers) but from interview scripts, field notes, personal documents, and other documents. It is concluded that the implementation of the pre-employment card program policy at the Manpower and Transmigration Office of South Sumatra Province in 2020 has gone quite well with several aspects that have been fulfilled in the implementation of the pre-employment card program policy, although of course there must be some optimization in certain aspects. Research suggestions in this thesis The field of training and productivity of the Manpower and Transmigration Office of South Sumatra Province conducts a more equitable socialization to all community groups regarding the registration process for the pre-employment card program.
