Abstract

ABSTRACT This is a research with the title of “Implementation of the Work System Policy of State Civil Apparatus in New Normal Order in the Regional Revenue Agency of South Sumatra Province". This study aimed to determine the implementation of the new normal work system policy with the application of health protocols in the Regional Revenue Agency of South Sumatra Province. This study used a qualitative descriptive method using the George Edward III's theory of policy implementation which stated that in order to take a look at a policy implementation, there are four factors that are need to keep in mind, such as Communication, Resources, Disposition and Bureaucratic Structure. The result of this study indicated that the Regional Revenue Agency of South Sumatra Province did not comply with the circular. This was influenced by resources, disposition and bureaucratic structure. For an effective implementation of work system policy of the state civil apparatus in the new normal order in the regional revenue agency of South Sumatra province, the enforce of high discipline, strict check on health protocols and enforce strong sanctions are highly recommend.
