Abstract

Globalization is something that cannot be avoided. This is because the development of the times is getting faster. Therefore, every country must be ready to face the development of the times where relations between countries are becoming increasingly borderless. This is certainly a positive thing where every country can easily get what the country needs. However, behind the positive things that exist of course there are negative things that exist in this era of globalization, one of which is the problem of terrorism. Terrorism is something that is often discussed by every country because it can threaten the sovereignty of a country, especially Southeast Asia. ACCT as a convention under the control of ASEAN is expected to be able to deal with the problem of terrorism that occurs in Southeast Asia. By using the theory of Regime Effectiveness as a tool to measure the extent to which the ACCT has carried out its role as an anti-terrorism convention in Southeast Asia. With this convention, ASEAN member countries have great hopes in resolving the problem of terrorism that occurs in the Southeast Asian region.
