Abstract

South Korea and Japan are neighbors who actually have quite a lot similarity in their culture, but these two countries have dynamics of ups and downs. This is due to the unresolved historical issues between the two countries, one of which is the issue of comfort women. Many attempts have been made to resolve this issue, one of which is through the agreement on comfort women in 2015 but unfortunately this reconciliation effort has not produced good results for the two countries. This study will examine the weakening factors in the agreement on comfort women with qualitative research with descriptive method and secondary data sources in the form of journals, articles, websites, books, news and official reports related to the issue of comfort women. This study also uses the concept of reconciliation by Kriesberg. he results of this study are the number of denials, lack of sincerity, and the absence of an approach to the survivors in resolving this issue, this has led to a setback in the reconciliation efforts carried out by Japan and South Korea in resolving this issue.
