Abstract

ABSTRACT The new normal era is the government's plan in discussing the handling of COVID-19 cases, namely by moving towards a new normal. Workers' rights should have the same degree and the government must provide decent work for all its people, it is discriminatory and also has a solution in dealing with layoffs during the current pandemic, the government's responsibility is also required for every layoff that occurs in Indonesia. make efforts in planning to solve the problem of layoffs in the new normal period by considering epistemological studies and regulations with applicable law based on the 1945 Constitution which contains. "Every citizen has the right to work and a decent living for humanity." For the discussion and problems studied in this study, the formulation of the problems discussed is as follows: 1. What is the form of state responsibility in overcoming the problem of layoffs in this new normal 2. What are the inhibiting factors for the state in the problem of layoffs in the new normal This research is a type of normative research, using a statute approach and case analysis, using legal sources in the form of laws, books, journals, and using deductive methods in concluding. The results of this study are 1. The responsibility of the state in overcoming the problem of layoffs in the new normal may be implemented as much as possible by the government in the form of pre-employment programs, social assistance, and Job Loss Guarantee programs 2. The government must make efforts to overcome the inhibiting factors in layoffs in this new period normal
