Abstract

The implementation of activities to improve the welfare of the people and the state that requires very large financing funds and takes place in stages. In this effort, the government seeks to collect sources of state revenue, one of which is state revenue from exports. This study explores how to optimize customs duties in South Sumatra on rubber exports in increasing state revenues. It can be said that state activities run through the logic of a market system or market infrastructure, where markets are expanded geographically and cooperation between countries such as exports in various aspects is expanded through price mechanisms and in the form of foreign policy. Then the demand or supply of rubber exports will be known through state revenue data. In this descriptive qualitative research, the researcher uses data analysis techniques by interview, by asking questions about state revenues from rubber exports, and the role of customs in facilitating rubber export procedures. By using the concept of the World Customs Organizations so that it can examine the optimization form of customs in South Sumatra with Trade Facilities, Revenue Collection, and Social Protection. The results of this study indicate that the Directorate General of Customs and Excise has several missions, namely those aimed at increasing competitiveness by not collecting export duties on rubber exports so that export volumes increase and facilitate export procedures.
