Abstract

This research is entitled Impact of Implementation of Rector's Instruction No.0122/UN9/SB3. BUK.HT/2020 on Online Lecture Policy during the Covid-19 Pandemic against Students at Sriwijaya University. The study used the understanding and impact dimensions of the Grindle Implementation Model, Ripley and Franklin Implementation Model, and Daniel Mazmanian and Paul A. Sabatier Implementation Model. The number of samples obtained from the Slovin formula amounted to 120 students. Determination of the sample is based on Proportional Stratified Random sampling of undergraduate students from the 2017 2018 and 2019 classes at the Indralaya Campus. Impact analysis is seen from before and after online lectures by comparing social and science students. The initial hypothesis with the T-test, it is suspected that there is no influence on the relationship between social and science students. However, there is an influence between before and after online lectures. The results of the study between social and science students are still in the same weight category, both before and after online lectures, which is a good category. However, online lectures experienced the greatest weight loss. The dimension with the highest difference for social students is the change in learning conditions, while for science students is the resource dimension. The lowest difference between social students is the dimension of desired benefits, while science students are the dimensions of attitude and student compliance with indicators of online tuition support facilities. The results showed that differences in online lectures had positive and negative impacts on social and and science and students. The positive impact is an increase in the use of and information media during online lectures. While the negative impact changes in student learning, especially the reduced understanding of learning and social interaction. However, based on the results of the study, the researcher recommends that an online lecture policy should be accompanied by adequate tuition support facilities so that adaptation can run optimally. In addition, maximizing the use of information and communication as a learning medium for the future even though no policy requires online lectures.
