Abstract
PDAM Tirta Musi usually getting complaints from consumers related with their services. Consumer complaints in using the services of PDAM Tirta Musi which is related with objection of bill paying that are not in accordance with the use and the quality of water is poor so can cause customers get loss. The problems that arise is about the responsibility of PDAM Tirta Musi to the consumer loss due to the bill which is not in accordance with the usage and the quality of the water which is can affect the consumers health, the compensation arrangement for the bill which is not in accordance with the usage and the the quality of water that can impact on consumer health for the future, and efforts to resolve conflicts between consumers and PDAM Tirta Musi. The type of research used in this study is normative legal research equipped with empirical legal research. The form of responsibility of PDAM Tirta Musi to consumer loss due to bill that are not in accordance with the frequency of use in the form of restitution or refund which will be included in the account of the next month as regulated in Local Regulation of Municipality of Level II No.9 year 1999 and credit note for consumer has not made any payment that arrange in the Decree of the Board of Directors of PDAM Tirta Musi Palembang Company Number 728 Year 2011 while for the PDAM Tirta Musi's responsibility for poor water quality which has not been regulated, the Board of Directors of PDAM Tirta Musi refers to the Consumer Protection Act No.8 Year 1999 in the form of treatment health. The rule of compesantion has arrange for in accordance bill with the frequency of use for the future added with the evidence of overpayment, the rule of overpayment for customers, and the rule of avoid bill which is in accordance with frequency of use. The compensation has arrange for poor water quality which may impact for future on consumer health to regulate the Regional Regulation on PDAM Tirta Musi and Directors Decision of PDAM Tirta Musi which contains form and process of responsibility of PDAM Tirta Musi and the responsibility of PDAM Tirta Musi can be mentioned in a statement so that consumers know it. PDAM Tirta Musi in overcome the conflicts related to their consumers through negotiation (negotiating).
