Abstract
This research begins with the background carried out by China in realizing its country's national interest by protecting the environment and public health through banned on the import of waste. China is the world's largest importer of waste and in order to meet China's domestic needs in the recycling industry then the finished goods can be resold. However, as the times progressed, the Chinese government did not see that waste import activity brought high profits anymore and ended up being a disaster. In this study the author aims to see how the securitization process is carried out by the Chinese government because their environmental problems become a serious matters that must be discussed. The author uses the securitization theory of Barry Buzan, Ole Waever, and Jaap de Wilde from the book Security: A New Framework for Analysis. In this theory, the author explores the securitization carried out by the Chinese government through five indicators, thus are securitization actors, speech acts, referent object, non-governmental organization and extraordinary move. Through these five indicators, it was found that the actor who carried out securitization was the Chinese government which saw the environment and its public health as being threatened and started by conducting a campaign as an effort to raise issues. The campaign that was carried out got a good responded by the audience and President Xi Jinping created a ban waste import policy as an effort to follow up on existing threats.
