Abstract

The Government controls the development of fishing activities through the Regulation of Minister of Marine and Fisheries No. PER.05 / MEN / 2012 and Regulation of Minister of Marine and Fisheries No. PER.10 / MEN / 2013 to maintain the sustainability of fishery resources from an increasingly intensive utilization rate. This study aims to identify the types and quantities of fishing vessel abuses occurring in the WPP 571 Fishing Zone Line based on Vessel Monitoring System (VMS) data. The research was conducted in June 2016 at Ocean Port of Belawan, North Sumatera. The type of data used is primary data and secondary data. The utilization of fishery resources based on the Vessel Monitoring System (VMS) data in WPP 571 has a high degree of violation, 2309 fishing trips with percentage of 71.4% committing offenses dominated by inactive transmitters violations with violation number of 837 violations with the percentage reaching 36, 2%.
