Abstract

ABSTRACT This research is entitled "Implementation of Outpatient Rehabilitation Policy at the Pratama Clinic of the National Narcotics Agency (BNNP) South Sumatra During the COVID-19 Pandemic" which is based on the decline in users of outpatient rehabilitation services during the COVID-19 pandemic, despite having the highest usage rates of several provinces in Indonesia. Indonesia. This study aims to determine the implementation of Outpatient Rehabilitation at the Pratama Clinic of the Provincial National Narcotics Agency (BNNP) of South Sumatra during the COVID-19 Pandemic using Michael Lipsky's theory through 6 dimensions, namely resources, policy steps and objectives, relationships with clients, control supervisors, employee altruism and client participation. To be able to overcome the existing problems, street employees apply a coping mechanism. The research method used is qualitative with a descriptive approach. Data collection techniques used are documentation, observation and interviews. The results of this study, firstly that the steps and objectives of the policy have been fully implemented, from providing rehabilitation services according to visible guidelines and rehabilitation officers understand the aims and objectives of the policy. Second, the relationship with the client has been fully implemented, as can be seen from the good and friendly interactions that make the client feel comfortable, even though the rights and obligations are only conveyed verbally. Third, supervisory control has been fully implemented, with supervision from the Monitoring Team and the client. Fourth, employee altruism has gone well, as can be seen from the existence of rehabilitation officers who provide the best possible service so that clients can recover. Fifth, client participation has been carried out in full, as can be seen from the obligation to provide education to clients. Sixth, the coping mechanism has been going well, this can be seen from the making of a therapy plan and scheduling with the client. And the last is the resource dimension which is still not fully implemented, due to the lack of human resources, limited space and sufficient budget. In addition, the decline in rehabilitation users can be caused by clients who do not have the will and desires of clients, busy clients, difficult transportation, clients who are technologically stuttering and the embellishment of the BNN name, making rehabilitation ineffective.
