Abstract

North Sumatra Province has good potential in the field of agriculture, especially in the development of agriculture and horticulture. In the last 5 years, the agricultural exports of North Sumatra Province have fluctuated but tended to experience a decline. In 2017 agricultural exports experienced a drastic decline from the previous year. Although there was an increase in exports in the following year, the increase did not approach the export performance in 2016. The purpose of this study is to determine the factors that affect agricultural exports in North Sumatra Province in 2016-2020. The factors examined in this study are the exchange rate, GDP, inflation, and export taxes. The research method in this study is a qualitative descriptive method using primary data obtained through the International Relations Work Lecture at the Department of Trade and Industry of North Sumatra Province and secondary data derived from literature studies related to research and official documents distributed by national institutions. The findings of this study indicate that the exchange rate factor has no effect on agricultural exports in North Sumatra Province in 2016-2020. Meanwhile, the factors of GDP, GRDP, inflation, and export taxes have an effect but not significantly on agricultural exports in North Sumatra Province in 2016-2020. Since the export tax policy on cocoa beans, CPO and its derivative products, the export performance of cocoa beans and CPO has decreased. Even though there was an increase in performance in certain years, the increase was always below and not close to the number of exports of cocoa beans and CPO before the stipulation of the export tax policy by the government.
