Abstract

This research is motivated by a decrease in acceptance of the Tebing Tinggi Market Service Levy due to a lack of awareness for the mandatory retribution to pay daily Retribution for research conducted on how to manage market service fees at Tebing Tinggi. This study was analyzed by the theory of regional financial management using three dimensions namely, dimesions of planning, implementayion, and supervision. The method used in this research is qualitative method. Data collection techniques are carried out by in-depth interviews and documentation studies. The result of this study note that the management carried out has not gone well, the goverment has made a Regional Regulation on market service retribution but the regulation has not been properly enfroced, there are still many traders who do not occupy kiosks and stalls that have been made by the goverment and choose to trade in highways and lack of human resources in managing collection of market service fees. From the result of this study, suggestions can be given to the Technical Implementation Unit of the Tebing Tinggi Market Area, which must enforce administrative to traders who do not pay retribution.
