Abstract
The impact of excessive imports of illegal used clothing will result in losses for the state and local textile SMEs and also endanger public health because these used clothes do not know their origin and are not guaranteed to be clean, so they have the potential to spread the virus and revive the domestic textile industry. The problem in this study is how to analyze the impact of illegal second-hand clothing imports in Indonesia for the period 2015 to 2020. This study uses the National Resilience Concept by Hardjosoedarmo (2008), which is used by the author to examine the resilience of the Indonesian government in overcoming the impact of illegal imports of used clothing, data obtained by the author through the qualitative descriptive method. The discussion of this research is that the Government of Indonesia has provided guidelines for limiting the import of used clothing, and stipulates the Regulation of the Minister of Trade of the Republic of Indonesia Number 51/M-DAG/PER/7/2015 article 2 which states that imports of used clothing are prohibited from being brought into the territory of the Unitary State of the Republic of Indonesia. The results of this study are illegal imports of used clothing entering Indonesia because there are many demand for it by a much cheaper price and good quality so that it loses competitiveness with local products, causing problems in the local textile industry so that there are 9 local textile companies that closed in 2018-2019 , the import of illegal used clothing violates the law and also causes the country's economy to be disrupted by the import of illegal t-shirts and also endangers public health. The suggestion that the author can give is that it is hoped that these illegal imported used clothing traders can be dealt with firmly because the clothes they sell have been prohibited from being distributed in Indonesia.
