Abstract

ABSTRAK Melisa Nurmaulina, 2022, Difusi Inovasi Penggunaan dan Pemanfaatan Aplikasi Senyum oleh Dinas Komunikasi dan Informatika Kota Pangkalpinang. Dibimbing Oleh Dr. Hj. Retna Mahriani, M.Si Miftha Pratiwi S.I.Kom., M.I.Kom Aplikasi Senyum merupakan aplikasi berbasis digital terbaru oleh Dinas Komunikasi dan Informatika Kota Pangkalpinang yang dirilis pada tahun 2021. Sebagai Aplikasi berbasis digital terbaru, peningkatan jumlah pengguna dalam kurun waktu yang relatif singkat tentu tidak terlepas dari difusi inovasi yang dijalankan oleh Dinas Komunikasi dan Informatika Kota Pangkalpinang dan beberapa instansi lainnya. Melalui metode kualitatif, penelitian ini bertujuan untuk mengetahui bagaimana proses difusi inovasi penggunaan dan pemanfaatan Aplikasi Senyum oleh Dinas Komunikasi dan Informatika Kota Pangkalpinang sebagai instansi pelaksana teknis di Kota Pangkalpinang. Penelitian ini menggunakan teori Difusi Inovasi oleh Everett M. Rogers. Teknik pengumpulan data pada penelitian ini dilakukan melalui wawancara mendalam, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa proses difusi inovasi Aplikasi Senyum yang dilakukan oleh Dinas Komunikasi dan Informatika Kota Pangkalpinang telah memenuhi unsur-unsur dan dilakukan secara baik, diantaranya Inovasi, Jangka Waktu, dan Sistem Sosial. Sementara itu, unsur Saluran Komunikasi belum diterapkan secara maksimal. Supervised by Dr. Hj. Retna Mahriani, M.Si Miftha Pratiwi S.I.Kom., M.I.Kom. The Smile application is the latest digital-based application by the Pangkalpinang City Communication and Information Department which was released in 2021. As the latest digital-based application, the increasing numbers of users in a relatively short period of time cannot be separated from the diffusion of innovations carried out by the Communication and Information Department of Pangkalpinang City and several other agencies. Through qualitative methods, this study aims to determine how the process of diffusion of innovation in the use and utilization of the Smile Application is carried out by the Communications and Information Office of Pangkalpinang City as a technical implementing agency in Pangkalpinang City. This research uses the theory of Diffusion of Innovation by Evert M. Rogers. Data collection techniques on this study were carried out through in-depth interviews, observation, and documentation studies. The results showed that the diffusion process of the Smile Application innovation carried out by the Pangkalpinang City Communication and Information Office had fulfilled the elements and has been carried out well, namely Innovation, Time Period, and Social System. Meanwhile, the elements of Communication Channels have not been implemented optimally. Keywords: Smile Application, Diffusion of Innovation, Department Communication and Information
