Abstract

This study discusses the institutional reconstruction of enviromental management in Indonesia. This study aims to find out the ideal relationship between enviromental management institutions nationally due to enviromental institutional patterns spread to several sectors in Indonesia as an effort to give birth to an integrated institutional relationship that has efficiency and effectiveness in the context of administering government affairs. This is normative research using a statute approach and a conceptual approach. This study used primary, secondary, and tertiary legal data. which were then studied and analyzed qualitatively and concluded using a deductive method. The results showed that enviromental management institutions had a pattern that tended to be sectoral in the midst of their complexity at the central and regional levels plus their formation was often reactive so that it had an impact on the use of budgets and human resources. On the other hand, no legal norm that regulated the enviromental institutional performance mechanism and the weak authority possessed would have implications on the effectiveness and efficiency of the administration of government affairs.This showed that there were inconsistencies and incoherence with the objectives of governance based on the good governance paradigm. The results of this study recommend that the government examines regulations related to enviromental management institutions so as to achieve an integrated nature, as well as granting portfolio authority to the Ministry of Enviroment as the leading enviromental management institution.
