Abstract

The purpose of this study was to determine the application of the principles of transparency of absorption of expenditure in road concrete activities (concrete) in Patoman Village, Pagelaran District, Pringsewu Regency, Lampung in 2019. The problems encountered were discussions during village deliberations that were not appropriate, the dissemination of budget information was not up to date, problems in accountability reports, ineffective idea exploration, and lack of information media. The theory used is the theory of applying the principle of transparency in spending absorption according to Coryanata. The research method used is a qualitative method with a descriptive approach. Data collection techniques used include observation, interviews and documentation. The results of the study were seen from the aspect of budget policy announcements, namely there were announcements of budget disbursement in the form of APB-Village banners, but the information was general in nature and the announcements were made orally. Aspects of budget documents that are easily accessible include requests for disbursement as well as product finalization documents contained in the SPJ. Aspects of accountability reports, namely there are SPP and LPJ, although not specifically Aspects of accommodation of voices or people's proposals, namely there is absorption of community aspirations through musrembang forums and community participation as implementers of development in the field. The system aspect of providing information to the public is that there is print media in the form of APB-Village banners, dissemination of information by word of mouth and the development of information dissemination through public groups on the whatsupp application. Based on the results of the study, it was concluded that the implementation of the principles of transparency in spending absorption (concrete) in Patoman Village had mostly been realized, but there were still some sub-aspects that were not good or not optimal. Efforts that must be made by the Patoman Village Government are in the form of making village websites and increasing activity budget transparency documents, as well as increasing people's proposals for accommodation.
