Abstract

This thesis describes the role of the Consulate General of the Republic of Indonesia (KJRI) in Penang in protecting Indonesian workers (PMI) in Malaysia in 2019. This study uses qualitative methods, namely observation (observations and unstructured interviews) and Diplomatic Protection Theory. The study results show that the Indonesian Consulate General in Penang acts as a PMI protector in two fields, namely the Public Service Sector and the Legal Protection Sector. In public services, the Indonesian Consulate General in Penang protects by utilizing consulaar counselling, providing shelter, aiding unpaid workers, and providing skills for PMIs. In legal protection, the Indonesian Consulate General in Penang provides PMI protection in the form of making a Memorandum of Understanding (MOU), making work contracts, legal assistance in the criminal and civil fields and assisting repatriation (return).
