Abstract
Penelitian ini bertujuan untuk mengetahui faktor tidak efektifnya penerimaan anggaran retribusi UPTD Taman Wisata Kerajaan Sriwijaya dan kontribusinya terhadap Pendapatan Asli Daerah Sumatera Selatan di masa pandemi COVID-19 menggunakan teori efektivitas yang mendasar pada empat indikator, yaitu Karakteristik Organisasi, Karakteristik Lingkungan, Karakteristik Pekerja dan Kebijakan dan Praktek Manajemen. Penelitian ini dilaksanakan di UPTD Taman Wisata Kerajaan Sriwijaya. Penelitian ini adalah penelitian deskriptif dengan objek penelitian penerimaan retribusi UPTD Taman Wisata Kerajaan Sriwijaya. Jenis data yang digunakan adalah data primer dan data sekunder sedangkan metode pengumpulan data yang digunakan adalah wawancara, observasi dan dokumentasi. Teknik analisis data yang digunakan adalah analisis deskriptif kualitatif. Berdasarkan hasil penelitian efektivitas dan kontribusi penerimaan anggaran retribusi UPTD Taman Wisata Kerajaan Sriwijaya dalam meningkatkan Pendapatan Asli Daerah (PAD) Sumatera Selatan di masa Pandemi COVID-19 menunjukkan bahwa realisasi retribusinya masih terkategori kurang efektif dan kontribusi yang diberikan terhadap Pendapatan Asli Daerah Sumatera Selatan masih sangat kurang. Untuk mengatasi tidak tercapainya realisasi penerimaan retribusi UPTD Taman Wisata Kerajaan Sriwijaya perlu menambah dan meningkatakan kualitas sumber daya manusia, melakukan penerapan protokol kesehatan serta melakukan pengembangan potensi objek wisata. Kata kunci: retribusi, efektivitas, kontribusi dan pendapatan asli daerah This study aims to determine the ineffectiveness of the UPTD Sriwijaya Kingdom Tourism Park's retribution budget receipts and their contribution to South Sumatra's Original Revenue during the COVID-19 pandemic using effectiveness theory which is based on four indicators, namely Organizational Characteristics, Environmental Characteristics, Worker Characteristics and Policies. and Management Practice. This research was conducted at UPTD Taman Wisata Sriwijaya Kingdom. This research is a descriptive study with the object of research being the retribution receipts of UPTD Sriwijaya Kingdom Tourism Park. The types of data used are primary data and secondary data, while the data collection methods used are interviews, observation and documentation. The data analysis technique used is descriptive qualitative analysis. Based on the results of research on the effectiveness and contribution of the retribution budget of UPTD Sriwijaya Kingdom Tourism Park in increasing South Sumatra's Original Regional Revenue (PAD) during the COVID-19 Pandemic, it shows that the realization of the levy is still categorized as less effective and the contribution made to South Sumatra's Original Regional Revenue is still very low. not enough. To overcome the failure to achieve the realization of retribution receipts, the Sriwijaya Kingdom Tourism Park UPTD needs to add and improve the quality of human resources, implement health protocols and develop potential tourism objects.
