Abstract

This study aims to (1) analyze the role of Perum BULOG in maintaining the price stabilization of unhulled rice prices in the upstream sector and rice prices in the downstream sector (2) Identify the supporting and inhibiting factors for the stabilization of grain and rice prices in Perum BULOG South Sumatra (3) Analyze Gapoktan's perception of the performance of BULOG in the absorption of grain and rice. Site selection based on purposive sampling. The study ended in March 2022. The methods used in this study were qualitative and quantitative methods. The data used are primary and secondary data. Methods of data collection is done by observation, documentation and interviews. The results of the research are (1) Perum BULOG, South Sumatra and Babylon Regional Offices during the 2020 harvest period 1 period have not been able to maintain price stability for grain and milled rice at the producer level due to changes in the Government Purchase Price (HPP) stipulation. At the consumer level, Perum BULOG is able to maintain the stabilization of medium and premium rice prices, but in certain months the price index is above 100%, it is said to be unable to maintain rice price stability. (2) The supporting factors are the existence of institutions and partners for the procurement of rice, warehouses and the price and quality of production. The inhibiting factor is due to the ijom system in farmers. (3) The performance of Perum BULOG which consists of 4 indicators, namely the performance of Perum BULOG employees, preparation for absorption, implementation of absorption, evaluation and reporting of absorption results are included in the medium category in Sumber Hidup village with an average score 39.4 and included in the low category in Upang Cempaka village with an average score of 32.3. Where Perum BULOG is considered capable of maintaining the stability of grain and rice prices at the producer and consumer level which is influenced by supporting and inhibiting factors and based on the perception of farmers in the village of Sumber Hidup, the performance of Perum BULOG is said to be quite good and in the village of Upang Cempaka the performance of Perum BULOG is still said to be low.
