Abstract

Structural form of space utilization pattern is the arrangement of elements forming the hue of the natural environment, social environment, and the built environment are hierarchically and structurally related to each other to form the layout. The elements in the layout are related, then the allocation of space utilization in the spatial plan should pay attention to three elements forming the carrying capacity of the environment. In fact, in every product arrangement of space, elements of the natural environment, such as topography area, open green spaces, river systems (drainage) and protected areas of local, often the element that is most neglected, and consequently flooding problems will arise a few years later, the resulting in cost reduction and rehabilitation to be very expensive. With a population growth rate is very fast (1:12% / year, BPS, 2014), the pressure on land use changes Palembang into smaller plots led to an increase in surface runoff, and the incidence of flooding or inundation in nearly all sub-systems of the river. This was caused, simulation or analysis in the allocation of space utilization of the build is not done properly. Simal is the Land Allocation Management System, which was created to help simulate the conduct of land allocation when considering giving a building permit on a large scale. In this study, the simulation will be carried out on a sub-system of land use change Lambidaro River with an area of 65.42 km2 and simulation analysis performed by utilizing Simal puddle
