Abstract
This study aims to determine how Indonesia's compliance with the ASEAN Comprehensive Investment Agreement (ACIA) regime towards the development of Indonesian MSMEs. In this study the author uses the International Regime Compliance theory proposed by Ronald B. Mitchell in his book Compliance Theory: Compliance, Effectiveness, and Behavior Change in International Environmental Law and uses a qualitative descriptive method with data obtained from books, journals, articles and papers systematically. immersive with two main objects and two additional objects, data condensation, data display and data verification. The results of this study indicate that first, at the Output stage, which is a form of state compliance with regime policies based on Indonesia through its membership status in the MEA, it must also comply with ACIA as part of the AEC objective, namely regional economic integration. its membership status in the MEA against ACIA. Second, at the Outcome stage, which is a change in the attitude of the state that has implemented regime policies and adapted them to domestic regulations, at this stage Indonesia has ratified ACIA in Presidential Regulation no. 49 of 2011 concerning the ratification of ACIA in Indonesia, as well as adapting it to domestic regulations related to foreign investors. Other changes are also seen in the Indonesian government's policy, namely the collaboration between the Kemenkop UKM and the national BKPM, which requires foreign investors to cooperate with Indonesian SMEs if they want to invest their capital. in Indonesia, at this stage Indonesia has obtained an output which is a change in the attitude of the Indonesian state towards the policies of the regime. In the third stage, Impacts, which are the results received by a country that has complied and agreed to the policies of the regime at this stage through ACIA ratification, can answer the obstacles for Indonesian MSME actors, especially in the fields of capital, human resources, technology and global market access.
