Abstract

The United States' foreign policy towards the Iran nuclear issue changed drastically during the transition from President Barack Obama's administration to the administration of President Donald Trump, resulting in the United States' withdrawal from the Joint Comprehensive Plan of Action (JCPOA). The JCPOA, which was formed during the administration of President Barack Obama to monitor and suppress Iran's nuclear development, was deemed by President Donald Trump to be less effective in carrying out its functions, so President Donald Trump demanded changes to the contents of the JCPOA agreement. And when his demands were not fulfilled by other JCPOA members, President Donald Trump announced the United States' withdrawal from the JCPOA agreement. This study aims to find out and explain the reasons why President Donald Trump withdrew the United States from the JCPOA agreement. Using the concept of Graham T. Allison's foreign policy making process, this study will try to analyze the use of Graham T. Allison's three models (Rational Actor, Organizational Process, and Bureaucratic Politic) in the United States withdrawal policy from the JCPOA agreement. By using descriptive-qualitative research methods that are descriptive of various things related to the problems in the research. So we can know that the formation of the United States withdrawal policy from the JCPOA agreement is the result of the Rational Actor model which is the sole decision of President Donald Trump and is supported by the Organizational Process model which means President Donald Trump gets support from various organizational actors such as the National Security Council and the Secretary of State.
