Abstract

The problem of deforestation is a serious problem because it can have an impact on increasing carbon emissions. Indonesia is one of the countries experiencing carbon emission problems due to deforestation. The issue of carbon emissions from deforestation, which in the end became one of the important issues that was included by Indonesia as an issue that needed to be addressed. One form of Indonesia's commitment to implement this, Indonesia agreed on a REDD+ regime (Reducing Emissions from Deforestation and Degradation) with Norway. This research aims to explain the effectiveness of the REDD+ cooperation in 2016-2021. The method and theory that the author uses to analyze it is the qualitative method and the effectiveness of the regime of Ronald B. Mitchell. This theory measures the effectiveness of the regime through three dimensions, namely output, outcome, and impact. The results of this study indicate that the REDD+ cooperation between Indonesia and Norway is running quite effectively but not yet optimally. This can be seen from the output side which shows that the cooperation between Indonesia and Norway is positive due to Indonesia's success in agreeing on the LoI (Letter of Intent) and making national policies as domestic steps to realize REDD+. Meanwhile, on the outcome side, it also shows a positive value due to changes in behavior from Indonesia which further strengthen its commitment through increasing carbon emission reduction targets. However, on this side there are still several obstacles that must be faced by Indonesia such as funding problems, overlapping policies, and the other. Finally, on the impact side, REDD+ cooperation between Indonesia and Norway is also positive due to Indonesia's success in reducing carbon emissions in 2021.
