Abstract
ABSTRAK Penelitian ini bertujuan untuk mengetahui Faktor-Faktor Terhambatnya Pembayaran Uang Jasa Tenaga Honorer Pada Masa Pandemi Covid-19 Di Dinas Kependudukan dan Pencatatan Sipil Kota Palembang Tahun 2020. Latar belakang ini adalah uang jasa tenaga honorer tidak diberikan setiap bulannya yang dapat mengakibatkan malasnya tenaga honorer dalam melayani masyarakat. Penelitian ini menggunakan teori faktor-faktor upah dari Ruky (2016:142) yang terdiri dari lima dimensi yaitu ketetapan pemerintah, tingkat upah/gaji di pasaran, kemampuan instansi, jenis dan tingkat kompetensi SDM yang digunakan dan tuntuan pekerja. Metode penelitian yang digunakan ialah metode penelitian kualitatif dengan teknik pengumpulan data wawancara dan dokumentasi. Dari hasil penelitian dan pembahasan menghasilkan kesimpulan bahwa dalam dimensi kemampuan instansi sudah terlaksana, namun ditemukan masalah terkait surat perintah membayar terlambat diajukan dikarenakan adanya penambahan dan pengurangan jumlah tenaga honorer serta terjadinya WFH pada tahun 2020. Sehingga mengakibatkan uang jasa tenaga honorer terlambat diberikan. Dan berdampak pada kinerja tenaga honorer. Hasil penelitian ini merekomendasikan bahwa hendaknya Disdukcapil kota Palembang memberikan uang jasa tenaga honorer sesuai UMK Palembang tahun 2020, dan berkerja maksimal dalam kondisi WFH dalam hal ini pemberkasan data yang masuk antara tenaga honorer, bagian UMPEG, dan bagian keuangan diberikan lewat email atau wa sehingga berkas untuk pengajuan SPM bisa berjalan tepat waktu. Kata Kunci : Faktor, Uang, Jasa, Tenaga, Honorer, Disdukcapil ABSTRACT This study aims to determine the factors that hinder the payment of honorary service fees during the Covid-19 pandemic at the Palembang City Population and Civil Registration Office 2020. The problem is motivated by the delay in service fees received by honorary staff at the City Population and Civil Registration Office. Palembang Year 2020. The concept used to analyze the wage factors proposed by Ruky is based on five aspects, namely Government Decrees, Market Wages/Salary Levels, Company Capability, Types and Levels of Human Resources Used, and Worker Demands. The research method used in this research is a qualitative research method. The techniques used in data collection are Interview, and Documentation. The results of this study indicate the factors that hinder the payment of honorary service fees based on several aspects stated by Ruky. As for the suggestions in this study, it is hoped that the Disdukcapil of Palembang City can fulfill the regulations that have been set by the Palembang City Government as a guideline for payment of honorary staff fees so that the rights of honorary workers are fulfilled and honorary workers are enthusiastic in working to serve the community; expected to add staff to the UMPEG and finance department; expected to make a fair work agreement by making a fixed date time minimum or maximum honorary workers can receive their services.
