Abstract

This thesis is entitled Enforcement of Criminal Law Against Distribution of Anabolic Steroids Without a Distribution Permit from the Food and Drug Administration in Palembang city. Against the backdrop of Law Number 36 Years 2009 concerning Health which states that the act of drug trafficking including Anabolic Steroids are prohibited from distributing freely without having a distribution permission and violation of this provision can be punishable by a criminal offense, however legal action and sanctions that will be applied to perpetrators who drink not enough to provide a deterrent effect, in the city of Palembang itself there are still lot of illegal Anabolic Steroids to distribute. This study discusses the enforcement of criminal law that is carried out BPOM in tackling the distribution of Anabolic Steroids without a marketing authorization in Palembang city and the obstacles faced, the method used is: empirical legal research with an approach to laws and regulations (Statute approach) and sociological approach (Sociological Approach). Research result shows that BPOM through PPNS BBPOM Palembang is possible take action against perpetrators of illegal anabolic steroid distribution through pro justitia law enforcement, perpetrators can be fined criminal or administrative, the obstacle faced by BPOM is the lack of public awareness, as well as the difficult level of taking action against perpetrators who distribute Anabolic Steroids online.
