Abstract

Cloud Radio Access Network (C-RAN) is known as cloud radio computing which uses a centralized Base Transceiver Station (BTS) connected to a cellular antenna to process the signal and then transmit it to the core network. A fair network can be used to reduce the costs offered. The aims of this study are to formulate a fair network-based C-RAN model which is added with the modified cobb-douglas utility function and the isoelastic utility function as well as optimizing consumer problems on bandwidth consumption with three financing schemes, namely flat-fee, usage-based and two-part tariff. The data used in this study is in the form of traffic data, consist of incoming data (inbound) and outgoing data (outbound) obtained from one of the local servers in Palembang. Then, the data is divided into 2 sessions; data during peak hours which started from 07.00-18.59 Western Indonesia Time and data during off-peak hours which started from 19.00-06.59 Western Indonesia Time. According to the data, demand per month during peak hours is 2,456,121,999,9 bits or 300,918.21 kilobytes per second (kbps) while demand per month during off-peak hours is 1,465,291,944 bits or 178,868,6515 kbps. The best solution is obtained in the improved C-RAN model using an isoelastic utility function with a flat-fee financing type with an objective value of 1.83333 and a total of 17 iterations. In short, as the results of the comparison, it can be concluded that the C-RAN model, fair network, and isoelastic utility function are better than the C-RAN model; C-RAN model and fair network; and model C-RAN, fair network and utility function modified cobb-douglas.
