Abstract

The background of this research is that the target of the Old Age Guarantee Program participants has not yet been achieved, especially in the informal sector workforce in the city of Palembang. The location of the study here is the Office of the Palembang Social Security Agency. This thesis aims to find out how the Implementation of the Old Age Guarantee Program by the Palembang Branch Social Security Organizing Agency in Palembang City. The type of research used is descriptive with qualitative methods. Data collection is done by interview, observation and documentation techniques. The theory used in this study is the theory of policy implementation from Ripley and Franklin, where the success of policy implementation is influenced by three aspects, namely the level of compliance, the smooth functioning of the routine and the realization of desired performance and impact. The results showed that the Implementation of the Old Age Guarantee Program by the Manpower Social Security Organizing Agency of Palembang Branch in Palembang City had sufficiently fulfilled all aspects of Ripley and Franklin's theory but there were still obstacles in its implementation namely that the community did not yet fully know about the BPJS Employment Insurance Program , especially for Non Wage Recipients or the informal sector so that the achievement of membership targets has not met the specified targets.
