Abstract

This study aims to explain how the cultural diplomacy carried out by the South Korean government through the Spring is Coming concert between North and South Korea in the North Korean capital city, Pyongyang in 2018, where this concert was used by the South Korean government to form a positive image of the South Korean state towards North Korea. Using qualitative methods, the author examined how the South Korean government packaged the principles of cultural diplomacy, such as the principle of transmission, the principle of acceptance, and the principle of coexsistence in Pyongyang in 2018. In the principle of dissemination, the South Korean Government held a Spring is Coming concert in Pyongyang by spreading the message of diplomacy by hallyu (Korean wave) content. In the principle of acceptance, it is seen from how cultural diplomacy is accepted by the targets of diplomacy, which include targets for diplomacy are North Korea’s officials and citizen who attended the Spring is Coming concert in Pyongyang. The positive response from the North Korean public including the Supreme Leader of North Korea who attended showed that the South Korean culture that spread in the Spring is Coming concert was well received. Finally, in the principle of coexistence, which is a principle that views the impact of harmony in cultural diplomacy that has been carried out, due to the fulfillment of previous principles at the Spring is Coming concert, the result of coexistence that has become a bridge between North and South Korea in improving bilateral relations, namely the unity of south Korean sports teams at the 2018 Asian Games and the abolition of the armistice agreement of The Korean War in 1950-1953 to became a peace agreement.
