Abstract

From 2017 to 2019 the data on cases of sexual violence continued to increase. However, the ratification of the Sexual Violence Bill (RUU PKS) as the legal umbrella for sexual violence cases continues to be delayed. This has made the Anti-Violence Against Women Commission (Komnas Perempuan) use social media platforms to create campaign actions to support the push for the ratification of the PKS Bill. This study aims to analyze the content of the message in the upload of the "Enforce the PKS Bill" campaign on the @komnasperempuan instagram account. This study uses qualitative content analysis using three dimensions, namely text, photos and hashtags. The results of the research from 11 uploads show that the dimensions of text, photos and hashtags in 11 campaign uploads "Enforce the PKS Bill" contain messages that refer to an invitation to urge the ratification of the TPKS Bill. Messages are also persuasive which are characterized through the use of sentence forms, pronouns such as the words "let's" "come on" and "us." From these results, the researchers also found that the @komnasperempuan account used campaign techniques including participatory, associational and integrative techniques.
