Abstract

This thesis has a research background on a lack of transparency in the distribution of Village Fund Cash Direct Assistance in Merah Mata Village for the 2021 fiscal year. The purpose of this study is to determine the application of transparency in the realization of direct cash assistance based on Minister of Village Regulation No. 13 of 2021. The theory used in this research is the Christian transparency theory, where he argues that this transparency can be measured through several indicators, namely document availability and accessibility, clarity and completeness of information, process openness, and a regulatory framework that ensures transparency. This study used qualitative research methods. The findings in the field seen from the perspective of this theory include: (1) what happened in Merah Mata Village has been going well; (2) village officials explained complete information directly to residents' homes; and (3) the document screening process was witnessed by the community as well as in the selection process. (4) The Village Head provides an archive of details of the Village Revenue and Expenditure Budget, but there is an expansion of the distribution. The suggestions proposed include: (1) special socialization of the BLT-DD program; and (2) reactivating the village platform. (3) Village officials need to understand the legal basis of BLT DD.
