Abstract
The humanitarian crisis in Venezuela has caused millions of Venezuelans to flee to various countries around Latin America. Peru is the country with the second highest number of Venezuelans in the world. The Peruvian government's policy in dealing with this phenomenon can be separated into two distinct phases, namely during the reign of Pedro Pablo Kuczynski (July 2016�March 2018) and during the reign of Martin Vizcarra (March 2018-November 2020). This study aims to compare the policies of Pedro Pablo Kuczynski and Martin Vizcarra in dealing with Venezuelan refugees in Peru by using Margaret Hermann's idiosyncratic theory which became the knife in this study. This research uses descriptive-qualitative method using secondary data sources. The results obtained in this study are that the policy making of Pedro Pablo Kuczynski and Martin Vizcarra is influenced by the idiosyncratic factors of each president which results in differences in the policies taken. Pedro Pablo Kuczynski provides a generous policy towards Venezuelan refugees by promoting safer migration and regularization for Venezuelans with PTP. Meanwhile, Martin Vizcarra has a less friendly and more closed policy by applying the requirements of a passport and humanitarian visa to enter Peru.
