Abstract

This study aims to look at the practice of dynamic governance in the MICE program in Palembang City during the Covid-19 Pandemic. This research was motivated by the uncertainty of the spread of Covid-19 in the city of Palembang which resulted in the cancellation of a number of tourism activities in the MICE program and the community urged that activities continue in the midst of the Covid-19 Pandemic. The theory used by the researcher is the theory of dynamic governance by Boon and Geraldine, where adaptive and dynamic policies are needed in dealing with uncertain situations and problems in the future. The type of research used is descriptive qualitative research. The data collection process includes interviews, documentation, and library research. Based on the results of the study, it shows that the practice of dynamic governance in the MICE program in the city of Palembang during the Covid-19 pandemic has been running according to the indicators set by Boon and Geraldine. The indicators are future uncertainties, able people, agile processes, thinking ahead, thinking again, thinking across, adaptive policies, and policy execution. The policies implemented in the city of Palembang have been able to accommodate the needs of the community by issuing various kinds of rules in accordance with the conditions of the spread of Covid-19 and the needs needed by the community. The suggestion in this study is that the Palembang City Government must continue to pay attention to what are the obstacles and problems by the community amid the uncertainty of the spread of Covid-19 and continue to coordinate with parties directly involved in policy formulation so that the resulting policies are able to accommodate all community needs.
