Abstract
The implementation of electronic mortgage services imposed by the National Land Agency aims to fulfill the principles of openness, time and cost determination, speed of service, ease of service and affordability in the context of effectiveness and quality of public services. However, there are several obstacles that cause the electronic mortgage service to be hampered. Therefore, this research raises the issue of whether mortgages that are carried out electronically are more effective than conventional methods and the obstacles that become obstacles in the passage of mortgages electronically. The purpose of this study is to find out whether electronic mortgage is more effective than conventional and to find out what obstacles are in the process of electronic mortgage registration. This research is a normative research. The results of the study explain that conventional mortgage registrations can take up to months to complete, while the implementation of the rules electronically provides certainty that the electronic mortgage certificate will be issued within 7 days of receipt of payment of the Deposit Order. The obstacle encountered in the electronic mortgage registration process is that human resources are still unprepared with existing technology and the BPN server itself is still experiencing disturbances. Thus, the enactment of a mortgage registration system that is held electronically is very effective compared to the conventional method, although there are obstacles to be encountered, it does not necessarily make the mortgage registration system that is held electronically more ineffective than the conventional method. Because with the issuance of new regulations, further adaptation and adjustments are needed so that these regulations can run properly.
