Abstract

Aiming to find out the transformation of the bureaucracy and the factors that influence it in the Communication and Informatics Office of Subang Regency, then through the parameters of the success of bureaucratic transformation according to Umi Arifah, namely regulatory support, organizational structure, organizational culture, and e-Government renewal, with a qualitative method approach, the authors provide conclusions that the transformation of the bureaucracy in the Communication and Informatics Office of Subang Regency was not successful. It is due to the following reasons: 1) Regulatory support could have been more optimal; 2) The organizational structure still needs to be clarified; 3) Organizational culture could have gone better; and 4) The renewal of the e-Government system has yet to be optimal. At the same time, there are influencing factors such as the absence of a clear map of the business processes of the Communication and Informatics Office, the existing electronic systems not yet integrated, the network infrastructure is limited, there being no precise work rhythm, and the budget requirement is insufficient. In the end, there needs to be an improvement, alignment, and adjustments to several aspects considered not optimal.
