Abstract

Terrorism is a transboundary crime that poses a threat to peace and security both nationally and internationally, therefore international cooperation is needed to be able to overcome the threats posed by terrorism. Indonesia as one of the countries that has a relatively high threat of terrorism in the world has a BNPT Institution assigned to tackle terrorism crimes. One of the efforts made to tackle terrorism is to establish international cooperation both bilaterally and multilaterally. The latest bilateral cooperation in counter-terrorism carried out by BNPT is with The Homeland Security Mission of the United Kingdom of Great Britain and Northern Ireland. As this relatively new collaboration, of course, a more in-depth study is needed regarding the implementation of counter-terrorism cooperation between the two countries, therefore researchers conducted a study entitled Implementation of BNPT RI Counter-Terrorism Cooperation with The Homeland Security Mission of The United Kingdom of Great Britain and Northern Ireland. The theory used in this study is institutional neoliberal theory because this theory is relevant to be able to see the phenomenon of counter-terrorism cooperation between Indonesia and the United Kingdom. However, in this study the concept used to analyze research questions is the concept of counterterrorism according to the European Union 2005 which consists of four dimensions, namely the pillars of the counterterrorism strategy which consists of prevention, protection, pursue and respond. After carrying out data collection, researchers found that the implementation of counter-terrorism cooperation between BNPT RI and the Homeland Security Mission of The United Kingdom of Great Britain and Northern Ireland did not carry out the pillars of the respond strategy, but only three pillars of strategy, namely preven, protect and pursue.
