Abstract

The auction market for processed rubber materials is a business unit in UPPB Sumber Rezeki. The Processing and Marketing Unit for processed rubber materials or abbreviated as UPPB is an institution formed by one or more groups of smallholders to increase business economic scale in the processing and marketing of bokar as well as to provide technical guidance for growers, processing, temporary storage and marketing of processed rubber materials. The aims of this study were: (1) To identify the quality of rubber processing materials in accordance with the standards of the Minister of Agriculture Regulation Number 38/PERMENTAN/0T.140/8/2008 at the UPPB Sumber Rezeki auction market, (2) To identify the price of rubber processing materials and the mechanism UPPB Sumber Rezeki auction market, (3) Analyze the level of effectiveness of the auction market for rubber processing materials at UPPB Sumber Rezeki. This research was conducted at UPPB Sumber sustenance in Cinta Damai Village in December 2021. The results of this study indicate that the quality of rubber processing materials at UPPB Sumber Rezeki is seen from the quality based on the standards of the Minister of Agriculture Regulation Number 38 / PERMENTAN /0T.140/8/2008 for cleanliness 80% meets the standards, for thickness 100% is at quality IV with the thickness is more than 15cm, and for the type of coagulant 73% meets the standard. The price of rubber at UPPB Sumber Rezeki is higher than the price of rubber outside UPPB. The price of rubber at UPPB continues to experience price fluctuations from 2017 to 2021 the average rubber price is at Rp9.162, while at non UPPB or at collector traders the average rubber price is at Rp6.930. And for the auction market mechanism at UPPB Sumber Rezeki, the flow of activities starts from collecting rubber processing materials, sorting rubber processing materials, auctioning rubber processing materials which is carried out via online WhatsApp, weighing and transporting, and finally distributing the proceeds to farmers. Farmers' perceptions of the effectiveness of the auction market for rubber processing materials seen from the output of institutions so far farmers still choose the auction market because it is more profitable. The flexibility of the institution has made UPPB Sumber Rezeki continue to grow because of the openness of information and good service so that farmers feel the benefits of being a member of UPPB. While there is tension in the UPPB Sumber Rezeki institution from the perception of farmers, it shows cooperation between members, UPPB administrators and UPPB members. The proportion of effectiveness according to farmers is more than 50%, meaning that the auction market at UPPB Sumber Rezeki has a very effective level of effectiveness and is still feasible to run.
