Abstract

Diabetic and Hypertension are diseases that fall into the top 10 list of diseases in Indonesia and can cause high health costs. To control DM and HT disease, the government collaborates with BPJSK to implement a program for managing chronic diseases (Prolanis). This study aims to analyze the implementation of Prolanis. The study was conducted at the Sako Health Center in Palembang City using a qualitative approach method based on the CIPP evaluation model (Context, Input, Process, Product). The informants in this study were as many as 11 people consisting of Prolector Responsible in the Palembang City Health BPJS, the Head of the Community Health Center, the Prolector in charge at the health center, the Provisional Implementer in the health center, and the Prolanis Participants selected by purposive sampling. Data collection is done by in-depth interviews, observations, and document review. Validity test uses source triangulation techniques, methods and theories. Data processing is done with a description of the contents. The results showed that the input and process components were not optimal, as in HR had not yet participated in the training held by the BPJSK for program implementers and the workload of officers was high, the funds claimed not to be paid by BPJSK so that there were some activities which were not carried out due to lack of funds There is no POA in the planning so that it has an impact on the results of the implementation of activities that are less than optimal, in the implementation not in accordance with the existing Prolanis guidelines, there is no specific monitoring and supervision from the BPJSK to the health center. The product component has not yet achieved the expected results, so the advice given to the health center is to carry out activities in accordance with the existing guidelines, while the advice for BPJSK is to monitor and supervise Prolanis health facilities and improve the claim payment system submitted by the health center.
