Abstract
HEALTH POLICY ADMINISTRATION MAGISTER PROGRAM OF PUBLIC HEALTH SCIENCE FACULTY OF PUBLIC HEALTH SRIWIJAYA UNIVERSITY Scientific papers in the form of thesis November 02, 2022 Riana Agny Betry; Supervised by Haerawati Idris and Yuanita Windusari ANALYSIS OF THE IMPLEMENTATION OF THE COVID-19 VACCINATION POLICY IN BATANG HARI REGENCY xi + 89 pages, 6 pictures, 4 tables, 6 appendices ABSTRACT The spread of the COVID-19 virus requires the Indonesian government to take precautions by vaccinating all elements of society. Data from the Batang Hari District Health Office regarding the COVID-19 vaccination achievement based on the application of the COVID-19 Handling Committee and National Economic Recovery (KPC PEN) as of November 2021, the COVID-19 vaccination achievement was still around 43.57%. This achievement is still below the national target of 70%, the vaccination target has not been achieved, it is suspected that it is related to the not yet optimal implementation of the COVID-19 vaccination policy in Batang Hari Regency. This study aims to analyze the implementation of the COVID-19 vaccination policy in Batang Hari Regency. This research was conducted using qualitative methods with case study design. This study uses the theory of George Edward III by interviewing 17 informants. This research was conducted in 3 sub-districts in Batang Hari district, namely, Maro Sebo Ilir District, Muara Bulian District and Bajubang District. This research was conducted in April-May 2022. Data collection used interviews, observations, documentation and Focus Group Discussion (FGD). The results show that the implementation of the COVID-19 vaccination policy in Batang Hari Regency has been running out but not optimal, several indicators in policy implementation such as communication, Human Resources (HR), bureaucratic structure, disposition and implementation have been carried out well, although there are several obstacles in it. such as vaccination allocation,,insufficient human resources and insufficient incentives and paid not on time It was concluded that the implementation of the COVID-19 vaccination policy in Batang Hari Regency was not optimal. It is hoped that the Regional Government will optimize the availability of Human Resources and budgets as well as the availability of COVID-19 vaccination SOPs and COVID-19 vaccination regulations, so that the policies set by the government run optimally and are able to meet the achievement of the COVID-19 vaccination target..
