Abstract

This research is entitled "Implementation of the Republic of Indonesia Minister of Law and Human Rights Regulation Number 29 of 2017 concerning the Rules of Correctional Institutions and State Jail (Case Study of Handling Violations of Prisoners in First Class Jailin Palembang)". The purpose of this study was to find out the Implementation of the Republic of Indonesia Minister of Law and Human Rights Regulation Number 29 of 2017 concerning the Rules of Correctional Institutions and State Jail by Detainees in the First Class Jail in Palembang. The type of research is descriptive with qualitative methods. Data collection techniques are observation, interview, and documentation techniques. The theory that was used in this study is the theory of policy implementation by Charles O. Jones, where the success of policy implementation is influenced by three main activities, such as organization, interpretation, and application. The results of this study indicates that the Implementation of the Republic of Indonesia Minister of Law and Human Rights Regulation Number 29 Year 2017 concerning the Rules of Correctional Institutions and Jail (Handling Violations of the Rules of Prisoners in the First Class Jail in Palembang) has fulfilled all of the aspects of Charles OJones. Although there are still shortcomings like in expertise in implementing activities, it has not been maximized to provide expertise in implementing activities to prisoners in Jail such as there are still prisoners who have not been orderly in carrying out activities and there are still less secure prisoners. The results of this study recommend that it should be explained more about expertise in implementing activities, improving coordination between related institutions, and improving the structure of security and order in the jail.
