Abstract

This study aims to identify and analyze the Indonesian government's efforts to protect Indonesian Migrant Workers (IWD) in Hong Kong during the Covid-19 Pandemic. The difficulty of getting a job in Indonesia made the Government of Indonesia finally place its citizens to become IWD in reducing the high unemployment rate in Indonesia. However, this solution is a new problem for the Indonesian government because IWD is prone to facing problems, until entering the Covid-19 pandemic, the Indonesian government received lots of complaints from IWD who were experiencing problems in Hong Kong. This study uses the Diplomacy Concept according to Peu Ghosh with the dimensions of Ceremonial/Symbolic Function, Representation, Negotiations, Reporting and Protection of Interests. This study uses qualitative research methods and secondary data processing. The data used by the authors in this study were obtained from websites and performance reports from the Indonesian government. The results of the study show that the efforts made by the Indonesian government to protect IWD are shown through symbolic representation at ceremonial activities and a cooperative relationship with the Hong Kong government by agreeing a Memorandum of Understanding with the Hong Kong government to protect IWD. During the Covid-19 pandemic, the Indonesian government succeeded in resolving general cases and special cases experienced by IWD through negotiations, while several other protection measures were provided by procuring consular service activities, training, providing legal assistance, legal counselling, providing facilities in the form of shelters, repatriation. and logistical assistance and medical assistance. The efforts that have been made by the government are reported in performance and disseminated through social media.
